Personally, i feel that parents should put more effort in raising their children, as most of the juvenile deliquent cases are due to a lack of family concern. TO solve this problem, i'm afraid that the only way to do so is through enforcing parental enforcement laws. Again, Singaporeans will only change when they are being punished. An example for such punishment can include fines or house arrest on the child. Why the extreme measures? THis is because fining the parents would not necessary stop the youth from committing crimes.
In the case of the 16-year old boy, his father and stepmother should show the boy more concern, as a lack of concern for the boy has led him to doing this. The boy should also be jailed, even though he is under 18, as he had committed a very serious crime, and putting him into the boys home would not help much (what happens if he kills in the home?)
